Russiagate: nog overtuigd van bestaan daarvan? Lees dit!

Het hele
Russiagate verhaal, al een paar jaar door de reguliere media gebruikt
als zijnde een voldongen feit, is als een kaartenhuis in elkaar
gestort, nadat Mueller zijn onderzoek had afgerond. Echter de
reguliere media geven niet toe dat ze een paar jaar lang fake news
hebben gebracht en gebruikt als zijnde de waarheid, nee men doet net of de neus
bloedt en stelt als de Democratische Partij en haar achterban dat er
nog steeds een ‘smoking gun’ verstopt zit in het rapport van
Mueller…..

Deze
figuren vergeten voor het gemak dat Mueller Trump maar al te graag
gepakt had voor vuil spel met de Russen…… Het feit dat Mueller
expres bewijzen van het tegendeel heeft achtergehouden, interesseert
die media niet eens, barbertje zal hangen…….

Waarom
dan, vraag je je wellicht af, wel simpel: de democraten moesten hun
zwaar misdadig gedrag verbergen, het stelen van de democratische
voorverkiezingen van Bernie Sanders in 2016 door Clinton en haar team, Sanders destijds de andere democratische kandidaat voor het VS
presidentschap……

Overigens
was er nog een netelige kwestie voor hare kwaadaardigheid Clinton,
die men liever uit de pers hield en dat was het telkens weer
opduikende feit dat ze haar privé mail heeft gebruikt voor
staatszaken, toen ze minister van BuZa was onder Obama, een periode
waarin ze tevens ‘opklom’ tot volwaardig oorlogsmisdadiger……..

Wat
beter om e.e.a te bereiken, dus misdaden uit de pers houden, dan de
Russen te beschuldigen van het hacken van de servers van het DNC, het
campagneteam van Clinton……. Uiteraard zou de reguliere media van
dit soort verhalen onmiddellijk in de alarmstand gaan staan en zou
dat weken, zo niet maandenlang de voorpagina’s van de kranten en de
talkshows op tv beheersen……

Uitermate
vreemd ook dat de FBI de servers niet in beslag heeft genomen voor
onderzoek, standaard in dergelijk onderzoek, maar zich op de hoogte heeft laten brengen door een door
de Democratische Partij ingehuurd onderzoeksbureau….. ha! ha! ha!
ha! ha! Ja mensen ik geloofde m’n ogen niet toen ik dat onder ogen
kreeg, ongelofelijk!!

WikiLeaks, Mueller Ignored Findings of Former US Intelligence
Officials

Counsel Robert Mueller’s report on an investigation into alleged
Russian efforts to meddle in the 2016 presidential election does not
confirm, without a doubt, that Russian intelligence agents or
individuals tied to Russian intelligence agencies passed on emails
from Hillary Clinton’s campaign to WikiLeaks.

Mueller’s
team highlighted statements from WikiLeaks on Twitter about former
Democratic National Committee (DNC) staff member Seth Rich, which
seemed to relate to the alleged source of emails and documents the
organization published. Yet, more explicit claims from WikiLeaks
editor-in-chief Julian Assange on the source of emails from Clinton
campaign chairman John Podesta were not addressed in the report.

A
group of former military and intelligence officials, Veteran
Intelligence Professionals for Sanity (VIPS), conducted their own
forensic tests that received a bit of attention in the United States
press because they were some of the first people with prior
backgrounds in government to question the central allegations of
hacking into DNC servers. They asserted their examinations of the
files showed DNC emails published by WikiLeaks were leaked, not
hacked.

However,
the Mueller report makes no mention of the claims made by VIPS over
the past two to three years—not even to debunk them.

The
report stated, “Unit 26165 officers appear to have stolen thousands
of emails and attachments, which were later released by WikiLeaks in
July 2016.” But “appear to have” indicates the team did not
have incontrovertible proof. They could only speculate.

The
Office cannot rule out that stolen documents were transferred to
WikiLeaks through intermediaries, who visited during the summer of
2016,” the report acknowledged. “For example, public reporting
identified Andrew Müller-Maguhn as a WikiLeaks associate who may
have assisted with the transfer of these stolen documents to
WikiLeaks.”

Yet,
this is wildly misleading. The source for this example is a
2018 
profile of
Müller-Maguhn by journalist Ellen Nakashima that was published by
the Washington Post. Müller-Maguhn told Nakashima it “would be
insane” for him to hand deliver sensitive files, especially when
the CIA has labeled WikiLeaks a “non-state hostile intelligence
service.”

How
many of you wouldn’t be scared shitless by the head of the CIA
declaring you the next target?,” he said.

Müller-Maguhn,
who met Assange through the Chaos Computer Club in 2007 and sits on
the board of the Wau Holland foundation, characterized this
allegation as a “lame attempt” by U.S. intelligence agencies to
hurt the foundation so they cut off their tax-free donations to
WikiLeaks in Europe.

Assange
held a 
press
conference
 in
January 2017, where he responded to the intelligence community
assessment on alleged Russian hacking. The media organization urged
skepticism toward the assertion that publications of DNC and Hillary
Clinton campaign emails were connected to alleged hacking operations.

Even
if you accept that the Russian intelligence services hacked
Democratic Party institutions, as it is normal for the major
intelligence services to hack each others’ major political parties
on a constant basis to obtain intelligence,” you have to ask, “what
was the intent of those Russian hacks? And do they connect to our
publications? Or is it simply incidental?” Assange said.

Assange
accused U.S. intelligence agencies of deliberately obscuring the
timeline. He said they did not know when the DNC was hacked.

The
U.S. intelligence community is not aware of when WikiLeaks obtained
its material or when the sequencing of our material was done or how
we obtained our material directly. So there seems to be a great fog
in the connection to WikiLeaks,” Assange declared.

He
added, “As we have already stated, WikiLeaks sources in relation to
the Podesta emails and the DNC leak are not members of any
government. They are not state parties. They do not come from the
Russian government.”

The
[Clinton campaign] emails that we released during the election dated
up to March [2016]. U.S. intelligence services and consultants for
the DNC say Russian intelligence services started hacking DNC in
2015. Now, Trump is clearly not on the horizon in any substantial
manner in 2015,” Assange additionally concluded.

There
is a statement in the Mueller report that begins, “Although it is
clear that the stolen DNC and Podesta documents were transferred from
the GRU to WikiLeaks…” It cuts off there because the rest was
redacted to supposedly protect an “investigative technique.” The
formulation of the sentence definitely suggests the Mueller team made
a statement reflecting doubts around what happened with WikiLeaks.

In
early 2017, Assange was 
willing to
“provide technical evidence and discussion regarding who did not
engage in the DNC releases.” He also was willing—before the
release of “Vault 7” materials—to help U.S. agencies address
“clear flaws in security systems” that led the U.S. cyber weapons
program to be compromised.

When
Democratic Senator Mark Warner learned Justice Department official
Bruce Ohr was negotiating some kind of a deal for limited immunity
and a limited commitment from Assange, he urged Comey to intervene.

A
potential deal with Assange was killed, the “Vault 7” files were
eventually published, and no testimony was ever collected that would
have helped the Mueller team gain a better understanding of what
happened with the DNC and Clinton campaign email publications.

Bill
Binney, former National Security Agency technical director for world
geopolitical and military analysis and co-founder of NSA’s Signals
Intelligence Automation Research

Center, conducted forensic
examinations of the files posted by the Guccifer 2.0 persona as well
as WikiLeaks. He was the principal author of multiple memos that
significantly undermined key allegations. But no one from Mueller’s
team ever contacted Binney or Ed Loomis, who also is a former
technical director at NSA, to interview them about their findings.

In
a published memo addressed to Attorney General Bill Barr, the
steering group for VIPS, which includes Binney and Loomis, declared,
“We have scrutinized publicly available physical data — the
‘trail’ that every cyber operation leaves behind. And we have had
support from highly experienced independent forensic investigators
who, like us, have no axes to grind. We can prove that the
conventional-wisdom story about
Russian-hacking-DNC-emails-for-WikiLeaks is false.”

Drawing
largely on the unique expertise of two VIPS scientists who worked for
a combined total of 70 years at the National Security Agency and
became Technical Directors there, we have regularly published our
findings. But we have been deprived of a hearing in mainstream media
— an experience painfully reminiscent of what we had to endure when
we exposed the corruption of intelligence before the attack on Iraq
16 years ago,” the group added.

The
DNC files published by WikiLeaks, according to a forensic examination
by VIPS, show data was “transferred to an external storage device,
such as a thumb drive, before WikiLeaks posted them.”

VIPS
drew this conclusion based on something called the File Allocation
Table (FAT) system property. This is a “method of organization.”
If the files were received as a hack, “the last modified times on
the files would be a random mixture of odd-and-even-ending numbers.”
However, the “last modified” time stamps for the WikiLeaks DNC
files each end in even numbers.

We
have examined 500 DNC email files stored on the Wikileaks site,”
the memo indicated. “All 500 files end in an even number—2, 4, 6,
8 or 0. If those files had been hacked over the Internet, there would
be an equal probability of the timestamp ending in an odd number. The
random probability that FAT was not used is one chance in two to the
500th power. Thus, these data show that the DNC emails posted by
WikiLeaks went through a storage device, like a thumb drive, and were
physically moved before Wikileaks posted the emails on the World Wide
Web.”

On
the Podesta emails, Binney said the FAT file format was not
introduced by WikiLeaks. The media organization did not have a
standard procedure. But it still means the files were put on a
removable storage device or CD-ROM, physically transported, and then
posted.

The
former officials additionally claim the Guccifer 2.0 persona
published a document that was “synthetically tainted with ‘Russian
fingerprints.’” Primarily, they assert this because the Guccifer
2.0 data was transferred with an Internet connection speed faster
than what is possible from remote online Internet connections. The
transfer rate was “as high as 49.1 megabytes per second,” which
coincided with “the rate that copying onto a thumb drive could
accommodate.”

As
part of the “Vault 7” materials published by WikiLeaks on March
31, 2017, the media organization 
revealedthe
Marble Framework. This was described as a tool for hampering
“forensic investigators and anti-virus companies from attributing
viruses, trojans, and hacking attacks to the CIA.”

The
source code shows that Marble has test examples not just in English
but also in Chinese, Russian, Korean, Arabic and Farsi,” WikiLeaks
described. “This would permit a forensic attribution double game,
for example, by pretending that the spoken language of the malware
creator was not American English, but Chinese, but then showing
attempts to conceal the use of Chinese, drawing forensic
investigators even more strongly to the wrong conclusion—but there
are other possibilities, such as hiding fake error messages.”

VIPS
contends that whoever engaged in the activity referred to as “Russian
hacking” actually used an obfuscator to make it seem like the
Russians were responsible.

The
timestamps we were getting from Guccifer internally in the data were
showing places like east coast in the U.S. and the central time in
the U.S. Also one in the west coast. So the time stamping isn’t
there for being anywhere outside the U.S.,” Binney told
Shadowproof.” “[But] once you have a fabricator, you have to find
some way of proving everything about him, and you know we can’t
really prove that that’s not also a fabrication.”

The
Mueller report, however, does not contemplate the possibility that
someone or a group potentially used a special tool, similar to what
the CIA employs, in order to obfuscate their acts.

Most
of the technical assertions around what happened with Democratic
Party computers or servers are not backed up so that a person could
research the claims and validate them. On the other hand, Binney
points out that is not the case with VIPS claims.

The
stuff we looked at is out there on the web for everybody to go look
and verify for themselves,” Binney said. “The stuff they’re
talking about we don’t even see. How can you have any confidence in
anything like that, especially when they don’t address the things
you can see and anybody can go look at it?”

Furthermore,
former FBI director James Comey 
said “multiple
requests” were made at “different levels” for access to
Democratic servers. Ultimately, these servers, or computers, that
were allegedly targeted were not taken by the FBI for their own
forensic examination. They relied on the conclusions of an in-house
cyber-response team working for the Democrats known as CrowdStrike.

Where
the Mueller report stated the FBI “later received images of DNC
servers and copies of relevant traffic logs,” they were most likely
referring to the material that CrowdStrike handed over for the
investigation.

Our
forensics folks would always prefer to get access to the original
device or server that’s involved, so it’s the best evidence,”
Comey admitted during a Senate intelligence committee hearing. And
yet, the FBI allowed the Democratic Party to rebuff their request for
access.

It’s
like you’re denying. You don’t want to get the firsthand evidence
because then you’ll have it, and you’ll have to address it,”
Binney suggested.

He
added, “You can’t say the words. You have to put down the raw
data that says this is why I’m saying that, and they’re not doing
that.”

There
is good reason to demand that the Mueller team show their work. Many
of these same intelligence agency officials that made claims, which
form the narrative for “Russiagate,” work for agencies that
fabricated intelligence around so-called weapons of mass destruction
in Iraq back in 2002.

Binney
and Loomis, along with Thomas Drake and Kirk Wiebe, were part of
the 
NSA
Four
.
They were falsely accused in 2007 of leaking. As journalist Timothy
Shorrock detailed, they “endured years of legal harassment for
exposing the waste and fraud behind a multibillion-dollar contract
for a system called Trailblazer, which was supposed to
‘revolutionize’ the way the NSA produced signals intelligence
(
SIGINT)
in the digital age.”

According
to Binney, the government backed away from targeting them because
they could show the government was engaged in a malicious
prosecution. Agency officials immediately tried to “confiscate
everything” on their computers and fabricated allegations for a
federal judge.

But
they had backed up all their data and could prove they were facing
retaliation for their work. (Drake was later the target of an
Espionage Act prosecution cooked up by the Justice Department.)

The
claims made by VIPS members are easy to reject because they do not
fit into the dominant narrative around what happened with the 2016
presidential election, but former U.S. Army infantry/intelligence
officer & CIA presidential briefer Ray McGovern believes Binney
and Loomis ought to be taken much more seriously because they helped
perfect the very systems that the government relies upon to draw
technical conclusions.

When
you have people like that, they deserve a modicum of trust,”
McGovern argued. “When you have these people, who have absolutely
no suspicion or no secret agenda, who are indisputably the best
experts in this area,” even if you don’t understand every detail,
you ought to seriously consider what they say.

Finally,
because of NSA whistleblower Edward Snowden, McGovern said the NSA
would have any evidence of hacking as a result of “dragnet
coverage.” If Russia hacked, “where’s the intercepts” they
should have?

Binney
conversely argued it cannot be NSA data that the Mueller team relied
upon to draw conclusions about Guccifer and WikiLeaks. “The NSA
data, once they collect data, it’s classified.

The
only person that can expose classified material in the public and
authorize that is the president. No one else is authorized to do
that. So, if [Rod] Rosenstein and Mueller are doing that from NSA
data, then they’re compromising classified information, which is a
felony.”

It’s
obvious that that’s not NSA data. It is data from a third-party.
It’d very likely be CrowdStrike or somebody like that,” Binney
added. “Any rate, it is tainted material. They’ve never had
continuous control of that information.”

The
vast majority of the press throughout the world will dismiss the work
of VIPS. It is quite easy because it clashes terribly with the
convenient narrative that intelligence agencies and powerful elites
deployed. It undermines the claims that WikiLeaks is a media
organization that was compromised during the 2016 election by Russian
intelligence. It fuels the notion that the Mueller team suffered from
confirmation bias and then sought to find details that confirmed what
intelligence agencies concluded in 2017. Anything conflicting was to
be dismissed or discarded.

Yet,
a review of the “Russian Hacking and Dumping Operations” does not
contain much more than circumstantial evidence and speculation about
WikiLeaks and Guccifer 2.0., leaving many valid questions about the
timeline of events unanswered.

One
small concession for Assange may be Attorney General Bill Barr’s
statement that can apply to WikiLeaks as much as individuals who
worked for the Trump campaign. “Under applicable law, publication
of these types of materials would not be criminal unless the
publisher also participated in the underlying hacking conspiracy.”

While
Democrats push for the Justice Department to add further charges
against Assange and extradite him to the United States for publishing
Clinton campaign and DNC emails, this points to the reality that the
Justice Department would have to prove WikiLeaks was involved in
stealing or hacking the materials.

With
the national security apparatus so invested in this “Russiagate”
narrative, they probably do not want to graft on additional charges
relating to the election that would allow Assange to make discovery
requests that would potentially poke additional holes in their
preferred theory of events.

zetten! Echter daar willen de democraten niet over lullen, daar hen
dat niet goed uitkomt en ze ondanks alles achter het buitenland
(terreur-) beleid van de VS staan……. Ook in dat beleid is al genoeg te vinden
voor het afzetten van psychopaat Trump……

Ongelofelijk
dat de reguliere westerse massamedia die zo’n grote bek hebben over
fake nieuws en Russische manipulaties, niet het fatsoen hebben om het
hele Russiagate verhaal, waar zoals gezegd geen millimeter aan bewijs
voor is, eens echt goed te ontleden….. Immers er is meer dan
voldoende bewijs voor misdadig handelen door het campagneteam* van
oorlogsmisdadiger Hillary Clinton, die onderzoek wist af te wentelen, middels het spuien van valse anti-Russische propaganda en hen de schuld van het lekken van de mails in de schoenen te schuiven….. 

De Russen, zouden deze mails,
waaruit misdadig handelen van Clinton en haar team blijkt, hebben
doorgezonden naar WikiLeaks, een leugen van formaat…… Niet voor niets is er na meer dan 2 jaar tijd geen flinter aan bewijs geleverd voor deze leugen (nogmaals het gaat in werkelijkheid om mails
die aantoonden dat Clinton de voorverkiezingen van de Democratische
partij voor het presidentschap in 2016 op een heel smerige manier heeft gestolen van Bernie
Sanders en niet om het manipuleren van de verkiezingen door de Russen…….)

Zoals gezegd geen nieuws, zo was al veel eerder bekend dat Seth Rich, een medewerker van het Clinton campagneteam de mails lekte naar WikiLeaks, dit uit frustratie over het stelen van de voorverkiezingen door Clinton….**

Obama dropped a huge hint two days before he left office, using his
last press conference to point out that the “conclusions of the
intelligence community” regarding how WikiLeaks received the DNC
emails were “inconclusive.”  The nerve!  Daring to say
that just 13 days after the U.S. intelligence Gang of Four briefed
Obama up and down on their evidence-free “assessment” that
WikiLeaks got the DNC emails via a Russian hack.


This
was one time Obama summoned the courage to face down James
(the-Russians-are-almost-genetically-driven-to-deceive) Clapper and
other intelligence chiefs.  After all, Obama is a lawyer. 
He “does evidence.”  In contrast, ex-CIA Director John
Brennan, told Congress that he does not “do evidence.”


Back
in the day, the intelligence community “did evidence.”  As
soon as the evidence-impoverished “Intelligence Community
Assessment” was published on January 6, 2017, members of Veteran
Intelligence Professionals for Sanity (VIPS) smelled a rat.

Michael Cohen admitted yesterday that he had no “direct evidence
that Mr. Trump or his campaign colluded with Russia.” But, he
added, “I have my suspicions.”  We intelligence analysts,
back in the day, did not “do suspicions.”


There
are 1,001 other reasons to impeach President Donald Trump, if Nancy
Pelosi had the courage.  But politics, not the Constitution,
reigns supreme in the people’s House to which Founders bestowed an
orderly political process to get rid of such a president.  Shame
on them all.


Ray
came to Washington from his native Bronx in the early Sixties as an
Army infantry/intelligence officer and then served as a CIA analyst
for 27 years, from the administration of John F. Kennedy to that of

Veteranen
verenigd in de VIPS (Veteran Intelligence Professionals for Sanity) hebben VS president Trump de waarschuwing gestuurd, vooral géén oorlog met Iran aan te gaan.

Ze
wijzen daarbij o.a. op de desastreuze illegale oorlog die de VS in 2003 tegen
Irak begon (een oorlog die in feite nog steeds voortduurt en aan meer
dan 1,5 miljoen mensen het leven heeft gekost…..). Terwijl de zogenaamde
bewijzen voor een voortdurend nucleair programma van Iran nog veel zwakker in
elkaar steken, dan de ‘bewijzen’ die de VS destijds aan de wereld toonde aangaande Iraakse massavernietigingswapens…….

De
bedenkers van die oorlog, Cheney, Rumsfeld en Bush (hoewel de laatste min of meer een als marionet fungeerde) en andere oorlogsmisdadigers,
stelden later dat er een vergissing was gemaakt wat betreft de
inlichtingen…….. Daar wijzen deze ‘veteranen’ in hun brief aan Trump nu ook op: het was een
willens en wetens in elkaar gedraaid lulverhaal om Irak aan te kunnen
vallen (en zo controle te krijgen over de olie- en gasvelden in Irak…)…..

De
informatie die nu voorhanden is over het atoomprogramma van Iran, komt
zelfs uit de koker van de CIA en is al eens als waardeloos
beoordeeld. Het gaat hier om dezelfde informatie die Netanyahu
gebruikte toen hij stelde dat Iran ondanks de Iran-deal toch nog
steeds op weg was een kernwapen te fabriceren……..

Lees
de brief die deze ‘veteranen’ aan Trump hebben gestuurd en geeft het
door! Nog steeds doet men (in de politiek en de media, ook in Nederland) maar al te

SUBJECT: 
Intelligence
on Iran Fails the Smell Test


Mr.
President:


As
the George W. Bush administration revved up to attack Iraq 15 years
ago, we could see no compelling reason for war.  We decided,
though, to give President Bush the benefit of the doubt on the chance
he had been sandbagged by Vice President Dick Cheney and others. 
We chose to allow for the possibility that he actually believed the
“intelligence” that Colin Powell presented to the UN as providing
“irrefutable and undeniable” proof of WMD in Iraq and a “sinister
nexus” between Saddam Hussein and al Qaeda.


To
us in VIPS it was clear, however, that the “intelligence” Powell
adduced was bogus.  Thus, that same afternoon (Feb. 5, 2003) we
prepared and sent to President Bush a Memorandum like this 
one,
urging him to seek counsel beyond the “circle of those advisers
clearly bent on a war for which we see no compelling reason and from
which we believe the unintended consequences are likely to be
catastrophic.”


We
take no satisfaction at having been correct — though disregarded —
in predicting the political and humanitarian disaster in Iraq. Most
Americans have been told the intelligence was “mistaken.” It was
not; it was out-and-out fraud, in which, sadly, some of our former
colleagues took part.


Five
years after Powell’s speech, the Chair of the Senate Intelligence
Committee minced few words in announcing the main bipartisan finding
of a five-year investigation. He 
said
“In making the case for war, the Administration repeatedly
presented intelligence as fact when in reality it was
unsubstantiated, contradicted, or even non-existent.  As a
result, the American people were led to believe that the threat from
Iraq was much greater than actually existed.”



Iran
Now in Gunsight


As
drums beat again for a military attack — this time on Iran, we
Veteran Intelligence Professionals for Sanity and other experienced,
objective analysts are, by all appearances, being disregarded again. 
And, this time, we fear the consequences will be all-caps
CATASTROPHIC — in comparison with the catastrophe of Iraq.


In
memoranda to you over the past year and a half we have 
pointed
out
 that
(1) Iran’s current support for international terrorism is far short
of what it was decades ago; and (2) that you are being played by
Prime Minister Benjamin Netanyahu’s claims about Iran’ they are
based on intelligence exposed as fraudulent several years ago. 
Tellingly, Netanyahu waited for your new national security adviser to
be in place for three weeks before performing his April 30 slide
show alleging that Iran has a covert nuclear weapons program. 
On the chance that our analysis of Netanyahu’s show-and-tell failed
to reach you, please know that the Israeli prime minister was
recycling information from proven forgeries, which we reported in a
Memorandum to you early last spring.


If
our 
Memorandum of May
7 fell through some cracks in the West Wing, here are its main
findings:


The
evidence displayed by Israeli Prime Minister Benjamin Netanyahu
on April 30 in what he called his “Iranian atomic
archive” showed blatant signs of fabrication. That evidence is
linked to documents presented by the Bush Administration more than a
decade earlier as “proof” of a covert Iran nuclear weapons
program. Those documents were clearly fabricated, as well.


In
our May 7, 2018 Memorandum we also asserted: “We can prove that the
actual documents originally came not from Iran but from Israel.
Moreover, the documents were never authenticated by the CIA or the
International Atomic Energy Agency (IAEA).”



Iran:
Almost Targeted in 2008


There
was a close brush with war with Iran a decade ago.  Bush and
Cheney, in close consultation with Israel, were planning to attack
Iran in 2008, their last year in office.  Fortunately, an honest
National Intelligence Estimate of November 2007 concluded that Iran
had stopped working on a nuclear weapon in 2003, and that key
judgment was made public.  Abruptly, that NIE stuck an iron rod
into the wheels of the juggernaut then speeding downhill to war.


The
key judgment that Iran had stopped work on a nuclear weapon was the
result of the painstakingly deliberative process that was customarily
used, back in the day, to produce an NIE. After that process —
which took a full year —  the Nov. 2007 NIE was was approved
unanimously by all U.S. intelligence agencies.


(In
other words, it was decidedly NOT a rump “assessment” like the
one cobbled together in a couple of weeks by “handpicked”
analysts from three selected, agenda-laden agencies regarding Russian
meddling. We refer, of course, to the evidence-impoverished and
deceptively labeled “Intelligence Community Assessment” that the
directors of the FBI, CIA, and NSA gave you on January 6, 2017. The
Defense Intelligence Agency and the State Department intelligence
bureau were among the other 13 agencies excluded from that
“Intelligence Community Assessment.”)


As
for the Bush/Cheney plans for attacking Iran in 2008, President
George W. Bush, in his autobiography, Decision Points,
recorded his chagrin at what he called the NIE’s “eye-popping”
intelligence finding debunking the conventional wisdom that Iran was
on the verge of getting a nuclear weapon.  Bush added
plaintively, “How could I possibly explain using the military to
destroy the nuclear facilities of a country the intelligence
community said had no active nuclear weapons program?”


Mr.
President, we do not know whether a fresh National Intelligence
Estimate has been produced on Iran and nuclear weapons — or, if one
has been produced, whether it is as honest as the NIE of Nov. 2007,
which helped prevent the launch of another unnecessary war the
following year.  We stand on our record.  In sum, if you
believe that there is credible evidence that Iran has an active
secret nuclear weapons program, we believe you have been misled. 
And if you base decisions on misleading “intelligence” on Iran,
the inevitable result will be a great deal worse than the Bush/Cheney
debacle in Iraq.

INTRODUCTION

In
our 
December
21st Memorandum to you
,
we cautioned that the claim that Iran is currently the world’s top
sponsor of terrorism is unsupported by hard evidence. Meanwhile,
other false accusations against Iran have intensified. Thus, we feel
obliged to alert you to the virtually inevitable consequences of war
with Iran, just as we warned President George W. Bush six weeks
before the U.S. attack on Iraq 15 years ago.

In our
first Memorandum in this genre
 we
told then-President Bush that we saw “no compelling reason” to
attack Iraq, and warned “the unintended consequences are likely to
be catastrophic.” The consequences will be far worse, should
the U.S. become drawn into war with Iran. We fear that you are
not getting the straight story on this from your intelligence and
national security officials.

After
choosing “War With Iran” for the subject-line of this Memo, we
were reminded that we had used it before, namely, for 
a
Memorandum to President Obama on August 3, 2010
 in
similar circumstances. You may wish to ask your staff to give you
that one to read and ponder. It included a startling quote from
then-Chairman of President Bush Jr.’s Intelligence Advisory Board
(and former national security adviser to Bush Sr.) Gen. Brent
Scowcroft, who told the 
Financial
Times
 on
October 14, 2004 that Israeli Prime Minister Ariel Sharon had George
W. Bush “mesmerized;” that “Sharon just has him wrapped around
his little finger.”  We wanted to remind you of that history,
as you prepare to host Israeli Prime Minister Benjamin Netanyahu next
week.

Rhetoric
vs. Reality

We
believe that the recent reporting regarding possible conflict with
nuclear-armed North Korea has somewhat obscured consideration of the
significantly higher probability that Israel or even Saudi Arabia
will take steps that will lead to a war with Iran that will
inevitably draw the United States in. Israel is particularly inclined
to move aggressively, with potentially serious consequences for the
U.S., in the wake of the recent incident involving an alleged Iranian
drone and the shooting down of an Israeli aircraft.

There
is also considerable anti-Iran rhetoric in U.S. media, which might
well facilitate a transition from a cold war-type situation to a hot
war involving U.S. forces. We have for some time been observing with
some concern the growing hostility towards Iran coming out of
Washington and from the governments of Israel and Saudi Arabia.
National Security Adviser H.R. McMaster is warning that the “time
to act is now” to thwart Iran’s aggressive regional ambitions
while U.S. United Nations Ambassador Nikki Haley sees a “wake-up”
call in the recent shooting incident involving Syria and Israel.
Particular concern has been expressed by the White House that Iran is
exploiting Shi’a minorities in neighboring Sunni dominated states
to create unrest and is also expanding its role in neighboring Iraq
and Syria.

While
we share concerns over the Iranian government’s intentions
vis-à-vis its neighbors, we do not believe that the developments in
the region, many of which came about through American missteps, have
a major impact on vital U.S. national interests. Nor is Iran, which
often sees itself as acting defensively against surrounding Sunni
states, anything like an existential threat to the United States that
would mandate the sustained military action that would inevitably
result if Iran is attacked.

Iran’s
alleged desire to stitch together a sphere of influence consisting of
an arc of allied nations and proxy forces running from its western
borders to the Mediterranean Sea has been frequently cited as
justification for a more assertive policy against Tehran, but we
believe this concern to be greatly exaggerated. Iran, with a
population of more than 80 million, is, to be sure, a major regional
power but militarily, economically and politically it is highly
vulnerable.

Limited
Military Capability

Tehran’s
Revolutionary Guard is well armed and trained, but much of its “boots
on the ground” army consists of militiamen of variable quality. Its
Air Force is a “shadow” of what existed under the Shah and
is significantly outgunned by its rivals in the Persian Gulf, not to
mention Israel. Its navy is only “green water” capable in that it
consists largely of smaller vessels responsible for coastal defense
supplemented by the swarming of Revolutionary Guard small speedboats.

When
Napoleon had conquered much of continental Europe and was
contemplating invading Britain it was widely believed that England
was helpless before him. British Admiral Earl St Vincent was
unperturbed: “I do not say the French can’t come, I only say they
can’t come by sea.” We likewise believe that Iran’s apparent
threat is in reality decisively limited by its inability to project
power across the water or through the air against neighboring states
that have marked superiority in both respects.

The
concern over a possibly developing “Shi’ite land bridge,” also
referred to as an “arc” or “crescent,” is likewise
overstated. It ignores the reality that Iraq, Syria, and Lebanon all
have strong national identities and religiously mixed populations.
They are influenced — some of them strongly — by Iran but they
are not puppet states. And there is also an ethnic division that the
neighboring states’ populations are very conscious of– they are
Arabs and Iran is Persian, which is also true of the Shi’a
populations in Saudi Arabia and the Emirates.

Majority
Shi’a Iraq, for example, is now very friendly to Iran but it has to
deal with considerable Kurdish and Sunni minorities in its governance
and in the direction of its foreign policy. It will not do Iran’s
bidding on a number of key issues, including Baghdad’s relationship
with Washington, and would be unwilling to become a proxy in Tehran’s
conflicts with Israel and Saudi Arabia. Iraqi Vice President Osama
al-Nujaifi, the highest-ranking Sunni in the Prime Minister Haider
al-Abadi government, has, for example, recently called for the
demobilization of the Shi’ite Popular Mobilization Forces or
militias that have been fighting ISIS because they “have their own
political aspirations, their own [political] agendas. … They are
very dangerous to the future of Iraq.”

Nuclear
Weapons Thwarted

A
major concern that has undergirded much of the perception of an
Iranian threat is the possibility that Tehran will develop a nuclear
weapon somewhere down the road. We believe that the current Joint
Comprehensive Plan of Action, even if imperfect, provides the best
response to that Iranian proliferation problem. The U.N. inspections
regime is strict and, if the agreement stands, there is every reason
to believe that Iran will be unable to take the necessary precursor
steps leading to a nuclear weapons program. Iran will be further
limited in its options after the agreement expires in nine years.
Experts believe that, at that point, Iran its not likely to choose to
accumulate the necessary highly enriched uranium stocks to proceed.

The
recent incident involving the shoot-down of a drone alleged to be
Iranian, followed by the downing of an Israeli fighter by a Syrian
air defense missile, resulted in a sharp response from Tel Aviv,
though reportedly mitigated by a warning from Russian President
Vladimir Putin that anything more provocative might inadvertently
involve Russia in the conflict. Israeli Prime Minister Benjamin
Netanyahu is said to have moderated his response but his government
is clearly contemplating a more robust intervention to counter what
he describes as a developing Iranian presence in Syria.

In
addition, Netanyahu may be indicted on corruption charges, and it is
conceivable that he might welcome a “small war” to deflect
attention from mounting political problems at home.

Getting
Snookered Into War

We
believe that the mounting Iran hysteria evident in the U.S. media and
reflected in Beltway groupthink has largely been generated by Saudi
Arabia and Israel, who nurture their own aspirations for regional
political and military supremacy. There are no actual American vital
interests at stake and it is past time to pause and take a step
backwards to consider what those interests actually are in a region
that has seen nothing but disaster since 2003. Countering an assumed
Iranian threat that is minimal and triggering a war would be
catastrophic and would exacerbate instability, likely leading to a
breakdown in the current political alignment of the entire Middle
East. It would be costly for the United States.

Iran
is not militarily formidable, but its ability to fight on the
defensive against U.S. naval and air forces is considerable and can
cause high casualties. There appears to be a perception in the
Defense

Department
that Iran could be defeated in a matter of days, but we would warn
that such predictions tend to be based on overly optimistic
projections, witness the outcomes in Afghanistan and Iraq. In
addition, Tehran would be able again to unleash terrorist resources
throughout the region, endangering U.S. military and diplomats based
there as well as American travelers and businesses. The terrorist
threat might easily extend beyond the Middle East into Europe and
also the United States, while the dollar costs of a major new
conflict and its aftermath could break the bank, literally.

Another
major consideration before ratcheting up hostilities should be that a
war with Iran might not be containable. As the warning from President
Vladimir Putin to Netanyahu made clear, other major powers have
interests in what goes on in the Persian Gulf, and there is a real
danger that a regional war could have global consequences.

In
sum, we see a growing risk that the U.S. will become drawn into
hostilities on pretexts fabricated by Israel and Saudi Arabia for
their actual common objective (“regime change” in Iran). A
confluence of factors and misconceptions about what is at stake and
how such a conflict is likely to develop, coming from both inside and
outside the Administration have, unfortunately, made such an outcome
increasingly likely.

We
have seen this picture before, just 15 years ago in Iraq, which
should serve as a warning. The prevailing perception of threat
that the Mullahs of Iran allegedly pose directly against the security
of the U.S. is largely contrived. Even if all the allegations were
true, they would not justify an Iraq-style “preventive war”
violating national as well as international law. An ill-considered
U.S. intervention in Iran is surely not worth the horrific
humanitarian, military, economic, and political cost to be paid if
Washington allows itself to become part of an armed attack.

Was the “Russian Hack” an Inside Job?

Executive
Summary

Forensic
studies of “Russian hacking” into Democratic National Committee
computers last year reveal that on July 5, 2016, data was 
leaked
(not hacked)
 by
a person with physical access to DNC computers, and then doctored to
incriminate Russia.

After
examining metadata from the “Guccifer 2.0” July 5, 2016 intrusion
into the DNC server, independent cyber investigators have concluded
that an insider copied DNC data onto an external storage device, and
that “telltale signs” implicating Russia were then inserted.

Key
among the findings of the independent forensic investigations is the
conclusion that the DNC data was copied onto a storage device 
at
a speed that far exceeds an Internet capability for a remote hack
. Of
equal importance, the forensics show that the copying and doctoring
were performed on the East coast of the U.S. Thus far,
mainstream media have ignored the findings of these independent
studies [see 
here and here].

Independent
analyst Skip Folden, a retired IBM Program Manager for Information
Technology US, who examined the recent forensic findings, is a
co-author of this Memorandum. He has drafted a more detailed
technical report titled “Cyber-Forensic Investigation of ‘Russian
Hack’ and Missing Intelligence Community Disclaimers,” and sent
it to the offices of the Special Counsel and the Attorney
General. VIPS member William Binney, a former Technical Director
at the National Security Agency, and other senior NSA “alumni” in
VIPS attest to the professionalism of the independent forensic
findings.

The
recent forensic studies fill in a critical gap. Why the FBI
neglected to perform any independent forensics on the original
“Guccifer 2.0” material remains a mystery – as does the lack of
any sign that the “hand-picked analysts” from the FBI, CIA, and
NSA, who wrote the “Intelligence Community Assessment” dated
January 6, 2017, gave any attention to forensics.

NOTE:
There has been so much conflation of charges about hacking that we
wish to make very clear the primary focus of this Memorandum. We
focus specifically on the July 5, 2016 alleged Guccifer 2.0 “hack”
of the DNC server. In earlier VIPS memoranda we addressed the
lack of any evidence connecting the Guccifer 2.0 alleged hacks and
WikiLeaks, and we asked President Obama specifically to disclose any
evidence that WikiLeaks received DNC data from the
Russians [see 
here and here].

Addressing
this point at his last press conference (January 18), he described
“the conclusions of the intelligence community” as “not
conclusive,” even though the Intelligence Community Assessment of
January 6 expressed “high confidence” that Russian intelligence
“relayed material it acquired from the DNC … to WikiLeaks.”

Obama’s
admission came as no surprise to us. It has long been clear to us
that the reason the U.S. government lacks conclusive evidence of a
transfer of a “Russian hack” to WikiLeaks is because there was no
such transfer. Based mostly on the cumulatively unique technical
experience of our ex-NSA colleagues, we have been saying for almost a
year that the DNC data reached WikiLeaks via a copy/leak by a DNC
insider (but almost certainly not the same person who copied DNC data
on July 5, 2016).

From
the information available, we conclude that the same inside-DNC,
copy/leak 
process was
used at two different times, by two different entities, for two
distinctly different purposes:

-(1)
an inside leak to WikiLeaks before Julian Assange announced on June
12, 2016, that he had DNC documents and planned to publish them
(which he did on July 22) – the presumed objective being to expose
strong DNC bias toward the Clinton candidacy; and

-(2)
a separate leak on July 5, 2016, to pre-emptively taint anything
WikiLeaks might later publish by “showing” it came from a
“Russian hack.”
